No, if you use PayPal as your payment method, but then decide to cancel the order after placing it then you will be refunded the full original amount minus PayPal's processing fee of 2.9% plus .30. This is due to PayPal no longer refunding processing fees.

 Is Cash Upon Delivery accepted?
